Solo accident, not at fault, we pay deductible?

My insurance company determined that I'm not at fault for a solo accident, but i still have to pay the $1000 deductible. There may be negligence on the part of the city for not maintaining the road (there was mud on the mountain roadway & a tree stump left on the shoulder of the road from the previous week). Should my insurance company be the one to deal with the city to pay for my deductible or do I have to do that myself? What are the chances of me getting any money from the city? Is there any way I can avoid having to pay the deductible? What can I do?

If your carrier feels that someone else is at fault then they should seek recovery for what they paid as well as your deductible. Despite Sovereign Immunity, government entities usually pay when they agree that they have liability.

You don't really "pay" your deductible. Your policy states that your carrier will pay you for your loss, less your deductible. Is their a way to have your carrier pay your deductible up front? Not in this situation.
