does allstate send the check for car repairs to the customer or directly to the repair shop?

If it's a preferred shop, usually to the shop. If not, it's usually sent to the insured. But somethings this could vary. In either case if it's a preferred shop or a 1st party claim with a lien holder on the vehicle then the check is going to be to the owner of the vehicle and other the shop or the lien holder.
