I need to know if it is a law in Minnesota that you have to have insurance on an ATV, I can't find any information anywhere saying that you have to or that it is a requirement.

If it has a license plate, yes it would need insurance. If no license plate then it can't be used on public roads so no insurance would be needed.

It has a lisense number that is a home made plate. Is that considered a legal liscense plate or no?

I take it is not from the DMV. If not, then the vehicle is not licensed for use on public roads so it would not need insurance. Again, in this case the ATV cannot be drive on public roads.

Just to clarify a point....whether or not Minn requires by law that your atv be insured....remember the following...you are 4wheeling with your buddys, and wreck, it's your fault...no ins. no coverage, for your atv, his, or any injuries...

Here is what I found regarding Minn...laws and re:ATV's...

Off-Highway Vehicles (OHVs)
In Minnesota, all-terrain vehicles (ATVs), off-highway motorcycles (OHMs), and off-road vehicles (ORVs) all fall under the heading of off-highway vehicles.

OHVs need to be registered at a Driver and Vehicle Services (DVS)

From what I read looks like many can be used on public road ways...ALL have to have some type of plate (ie the home-made one)...

I can't find any ins. requirements..however I would hazard a guess that if it (or any) vehicle is on a public road way it had better have ins on it.

I did find this..

.Required. Under most circumstances, a licensed vehicle in the state of Minnesota must have liability, personal injury protection, uninsured motorist, and underinsured motorist coverage.

Here is a number to call to get clarity on if this includes your atv..
