Will insurance premium go up if insurance is involved?

My daughter(18) received scratches and a minor dent on the drivers rear wheel well and back door by a driver that was passing her on a residential street. Her car is brand .The policeman did not cite any driver for fault because both drivers have the same insurance company. He said that the insurance company can decide the fault and he also figured the damage at about $500.00. My daughter's mom and her decided(as well as the other driver) that they will both go their seperate ways and not involve the insurance company. My daughter fears of a huge premium increase. The other driver barely had a scratch but they could tell has had numerous fender benders(80 plus years old. Does my daughter have a legitimite fear of her premium going up and should absorb the cost of repair? All the info I have from my daughter is he was trying to get by her in a tight area from parked cars and did the damage. From what my daughter was explaining the policeman felt that it was the other drivers fault and wanted to leave it up to the insurance company to handle. Is she right approaching it like this? Thanks in advance.

Her age should read 18

No I don't think she is correct in her concern...Doesn't sound to me like she was at fault at all but would help if you could provide the facts of loss EXACTLY...Then we would be in a better position to help her/you figure out if she were to turn it in if there would be rate increase....(you're rated up for ''at fault'' accidents)....doesn't sound like this one was...

From what I read, the officer might have had a difficult time in saying who he felt was at fault and how much. The OP could be in a contributory state where 1% of fault bares the person from recovery. Of course, while 1% of negligence of the OP's daughter could bare her from recovery, it does not mean the accident would be coded as "at fault".

(it's late and I'm not sure I'm making sense)

I don't think your daughter should be concerned about an increase in insurance premium from what looks like a minor incident and also it doesn't seem like she was at fault ?
