Can I make (prefer/report) a claim directly against (to) the Insurance Company of a person who caused a damage to my vehicle ?

Even if you report it to your own company, your company generally has the right of subrogation (stepping into your shoes and suing on your behalf) to go after another insurance company if it's their insured's fault. You're simply saving your company (and yourself) more money by reporting directly to the other person's company.

Just remember that you need to let your insurance company know what you're doing and keep them in the loop. If they find out that you haven't been keeping them in the loop, then you might create more legal problems for yourself down the road if the other company denies your claim.
