I WANT TO GET INSURANCE WITHOUT LISTING A VEHICLE.

Yes, as long as you don't own a vehicle. It would be a non-owners policy.

Yes, the non-owners insurance would keep you covered when you are driving a car, but its a liability only policy, i.e. the insurer wouldn't cover any loss to your vehicle.

See, if you'd borrow a friend's car and meet with an accident (wherein you're at fault), then it would be your friend's insurance that would reach out for the damages.

Under circumstances that your friend's coverage is unable to meet the worth of damages, then only your non-owners coverage would step in to meet the gap till its limits.
