I have a van that has been down since july. My insurance provider has told me that because of state requirements I have to keep atleast liabilty insurance. Is this true.

Well, Mello, what your provider has said may hold good in most of the states, though I couldn't get why he has told you to maintain the liability coverage on it if its not on the road. If the vehicle is no longer in use and standing in your driveway, you may require to maintain the comprehensive coverage on it to cover the losses arising from theft, arson, vandalism and such.
What do you mean by ‘my vehicle is down'? Was it due to some accident? Or mechanical issues? Why haven't you taken the initiative to repair the car? What are your plans with the vehicle? Are you planning to operate the vehicle get repaired and drive it around? Which state are you from?

Check this with your states Dept of Ins. if the vehicle is totally incapable of moving, then this is non-sense...as asked in other posts...why is it down and to what degree?
