I live in utah.I got hit by another driver and the police came and reported it as if he was at fault.I have a witness.I don't have a license i got my permit the next day and am taken drivers ed because i had to start over here in utah. i didn't know but at the time i had no insurance because my dad had taken off the insurance to send the car to me from california.I did get my permit in california and drove with an instructor and my parents and as well as my friend's parents..i have to wait until the guy gives his statement to his insurance and he hasn't done that, so they're making me just wait.But he did put a claim to my insurance or what i thought was still my insurance saying "we ran into each other."what can i do?

If I understand this correctly, you did not have a license to drive and obtained a "permit" to drive the day after the accident. So you knew you could not legally drive at the time of the accident. If you could not legally drive... why would you think you had insurance?
First, you need to "man up" to your current situation. All this talk about California and driving with other people seems to be unrelated and is just an excuse.
What can you do? Does the vehicle you were drivign have collision coverage? If not then you need to wait and see if the other carrier will accept 50% or more liability. If they feel you were 50% or more at fault, then you cannot collect from them.
If the other party feels you were at fault then they have a right to pursue you for recovery. If they have collision coverage they will probably file under their own policy and their carrier will seek recovery from you personally (if you did not have insurance). If the other party does not have collision coverage, they may file suit against you (if they did, it would probably just be in small claims court).
There are way to many variables at this time.

If you had no insurance at the time of accident, who did the other driver file the claim with then?
Have you filed yet with his insurer?

Just wanna make sure that I'm getting things right-
You were mentioned as being a part of the household and was permitted to drive your Dad's car..am I right?
For how long are you in Utah? Are you with the same carrier for all this while in Utah?

It's such a serious issue..didn't he ever talk about it?

Well, by the term "carrier" I meant 'insurance company'.
