I think it's 48 (this includes some type of financial responsiblity).

Right now I can remember of New Hampshire which doesn't need the drivers to carry vehicle insurance coverage, instead you have to show the proof of financial liability worth of 100k to enjoy the privilege of driving. Apart from it, IMO all the other states need this coverage.

Box you are right, in New Hampshire, Tennessee and Wisconsin drivers are not required to carry auto policies. Except these states, in all the other states auto insurance is mandatory. Drivers are required to carry atleast the state minimum level of liability coverage to continue driving.

Yeah, but the drivers in these states do have financial-responsibility laws. The laws mandate that the drivers should have enough assets in order to meet any claims arising out of accidents that may have been caused due to their negligence. IMO even when we don't need to maintain auto liability insurance (as per the state guidelines) it's better we have it in order to safeguard others' interests.
