You will want to purchase insurance before you start conducting business. The risk for something to happen starts the first day.

I would take your business plan, including estimates for rolling stock, FF&I, safety and office procedures and the estimates for replacement values to your insurance agent before you open your doors. If financed, I would visit with your banker to find about their policies about additional named insureds.

The reason you should consider purchasing insurance is the fact that you are responsible for anything that happens once you start. It is hard to find someone you can trust for business insurance. Do you have someone local you can call for prices?

definitely before you open your doors. The longer you go w/o insurance the more chance there is for you to be sued, and have to pay for it out of your pocket. You could also be in breach of contract as someone mention above w/ a lender.
