The Digest of Benefit Entitlement Principles - Chapter 1 - Basic Concepts - 1.8.2 defines the commencement of a waiting period as “the first week for which benefits would otherwise be payable to the claimant.”

I have not been able to find any information on how to determine "benefits otherwise payable". Any idea?

This is anything the policy actually covers, except that the insurance company doesn't pay any claims arising during the waiting period, also known as the ELIMINATION PERIOD.

This is what attorneys refer to as a "BUT FOR" statement. The claim is payable BUT FOR the exception of the waiting period.

If the waiting period is ten days, for example, and you have a $100 claim which would ordinarily be covered, if that claim happens on the 9th day of disability it is not paid, if it happens on the 10th day, it is not paid, if it happens on Day 11 or any later day, it will be paid. Simple.
