You're not going to get private coverage, to cover this preexisting condition. Your BEST bet, is to get coverage through your employer, and wait out the waiting period.
Or, you can contact some local associations, who help pay for this type of reconstruction for free.
It's very unusual, though, that it wasn't repaired for you as an infant.

Well apart from choosing a good health insurance policy, it is also very important to opt for a reputed insurance company and not some body who would dupe you at the emergency situations.

People who are "duped" by an insurance company generally have not read their policy to know what is or is not covered. In most cases, the "duper" is not the insurance company but the agent who fails to explain exclusions, or who misrepresents the coverage outright: "Of course it's covered. In this policy, everything is covered."
Never have I seen a policy that would allow me to make that statement.
