I'm quite eager to know more about the latest HIPAA privacy standards? Who all are required to comply with such standards? Will the Privacy Rule hinder medical research?

The HIPAA Privacy Rule gives you rights to protect your personal health information held by covered entities, which makes sure of its security.
All Health Plans, Health Providers etc. are required to comply with this Security Rule.
However, it’s flexible enough to allow the disclosure of such information, when needed for the patient’s treatment.
