I have been on and off work due to health issues in the last 2 years. Was self-employed within the duration. Didn't have any coverage.
Now I intend to shift state, and settle in Oregon. Will I not be able to get an individual plan with pre-existing conditions?

Yes, you'll be able to get an insurance policy with pre-existing conditions, evem though there are some companies who reject such applications.

Contrary to what adamsarthur87 has stated, you may find it difficult to obtain health insurance in any state prior to 1/1/2014 when the last sections of Obamacare take effect (assuming Congress makes no changes before then).
The best advice is to seek a local independent agent who specializes in health insurance. He/She will know which companies may be more favorable to your application at this time. But expect to be rated substandard and pay a higher premium as a result of your preexisting conditions, if you are accepted for coverage.

Unfortunately, there is little likelihood that you will be able to get an individual policy issued in Oregon. Oregon does not allow what's called "rating" on individual policies; rating allows an insurer to charge a particular insured more in premium due to medical or other conditions.
As a result, Oregon is what's termed an "issue or don't issue" state. I have seen situations in which a prospective insured is rejected for coverage due to very minor medical conditions, simply because the insurer cannot charge that individual insured more premium.
This is, obviously, changing with ObamaCare... good or bad.

What will change under Obamacare is that the OP will be able to get coverage and won't pay more than anyone else, preexisting conditions or not. BECAUSE EVERYONE WILL BE PAYING HIGHER RATES THANKS TO OBAMACARE. Some of us knew and understood this three years ago, and tried to explain it then.
And now it appears that we will have another four years of Obama to boot. There may be no health care in America five years from now.
