I intend to change my job. how long will the COBRA stay in effect? does the time for coverage vary as per state? I live in Michigan.

COBRA is federal law, and it does not change "per state". Some states have adopted extensions beyond COBRA (CA has CalCOBRA, for example). If you leave employer A and go to work for employer B, you can continue the employer A health insurance for up to 18 months or until you become eligible for employer B's health insurance, whichever is sooner. Either way, you have to pay the full cost of the health insurance.:
