My dad has properties in both California and Texas and he lives in both houses throughout the year. I heard somewhere that he needs to receive health coverage where his driving license was issued from and taxes filed in. Is it so?

What state is his place of "permanent" residence. That's where his insurance needs to be purchased. Some plans, such as those from Aetna, include a "travel" benefit that allows a person to temporarily relocate their plan to another local network in situations such as your father's. Otherwise, your father should purchase an PPO plan that provides payments for "out-of-network" medically necessary care.
