How to lower costs?

I don't make enough money every month but my family needs a health insurance policy. I smoke. Will this affect my health insurance premiums? What are the ways in which I can reduce my health insurance premiums?

Have you tried talking with a local agent or broker? There is far more information needed to be able to give you an answer that meets your requirements. And that personal information does not need to be discussed in an open forum such as this.

You must talk to your insurance agent there are having many policies who will allow you to take some low cost policies.

You obviously have not read the PPACA. Under that federal law, tobacco users can be required to pay up to 50% more than non-users. However, a number of states, such as California, have eliminated premium differences due to tobacco use.
As for underwriting of health insurance, that is a thing of the past. All health insurance in America is now guaranteed issue. In your country, it might be different. I'm not so sure you are in San Jose, CA as stated. You're not a licensed insurance agent under the name Lena Reyer.

Smoking can be the serious reasons for
Cancer (especially lung cancer)
Heart disease
Hypertension
Stroke
Emphysema
COPD, etc...
It can be also a reason for illness. It will also make an effect on the premiums of health insurance. You may need to pay, pay 15-20% high insurance premiums.

Without getting too personal You should look into the government plans and the available subsidies you might be eligible for. Since we all have to have health insurance in 2015 (yes there are some exceptions) or pay a fine we all have to be savvy consumers. You'll need to do some number crunching and comparison shopping to find a plan that will fit both your families needs and checkbook.
