I will be 65 July 2015 still working and plan to retire at full retirement age 66, do I need to sign up for medicare no or wait. My wife is 70 and has part A,B,D and covered by my employer, if a procedure for my wife is not covered 100% will medicare pick up the rest of the cost

Medicare only covers "medically necessary" procedures and treatments. If the procedure is not considered medically necessary, Medicare will pay $0.

But if the procedure is medically necessary and not otherwise excluded by Medicare (experimental procedure, cosmetic, etc), then Medicare will provide secondary coverage. It may or may not cover 100% of an unpaid balance. You can inquire about this at any Social Security Office in advance.
