After an auto accident in Florida that was the other driver's fault (David Lake) nearly killed and permanently disabled me, State Farm, the insurer for both drivers, sold me out and made sure that the jury was not given vital evidence. They then decided not to pay the guilty party, David Lake. Lake then blew his brains out with a gun and left a suicide note with the Miami Coroner's Office blaming his attorney for selling him out. State Farm, without my knowledge or consent, then paid a death benefit to Lake's widow - making me LIABLE for his death.

Settling a claim does not make a person liable. Actually, any release signed specifically states that. It's also not fraud.
I'd say that you probably don't have any of the facts correct.

Auto insurance does not pay death benefits. Life insurance pays death benefits. You don't suppose the fellow had life insurance and auto insurance with State Farm, do you?
As tcope said, the facts are probably not in evidence here.
