Hi yogesh, most of the insurers will consider cancer as a pre-existing condition and will not cover the person suffering form it. If your brother is undergoing treatment, buying health coverage is somewhat out-of-question for him, rather he may qualify for the cancer insurance, which offers coverage for the expenses involved in the treatment of cancer.
A cancer survivor may qualify for a life coverage if he/she had lead a healthy life for five years after receiving the last treatment, but health coverage, I doubt!!

I'm not familiar with Canada, but I would think with Universal health care, treatment could be found. But, unfortunately, it may take a while.
