What are the state health insurance risk-pools? Are they really helpful for ones who have pre-existing conditions? Who all would qualify for such risk-pool coverage?

Some of us with even minor health conditions will have our insurance applications rejected by major carriers. Many states across the US bear risk-pools that help us under such circumstances. Such pools would offer short-term coverage though such protection might prove a bit costlier at times.

These risk-pools are generally funded out of tax revenues that are generated through our hospitals. All those who'd meet the criteria would be pooled together in order to arrive at a group rate that's affordable. It's quite similar to that of an employer-backed health plan.

See, most of the states in the U.S. would show you through state risk-pools. You'd need to check if your state offers such pools or not. You may get in touch with your state insurance commissioner in this regard.

Go ahead and apply for this benefit. Make sure you're applying in the same state that you belong to.

You'd perhaps need to prove that you're currently paying more than what the state risk-pool offers. Those who've been denied of health insurance coverage would also need to show proof of denial.
