As in all states, conviction of any felony is an "automatic disqualifier" for licensure unless you have the authority of the "regulatory official in the state." That would be the insurance commissioner of the state in which you would like to practice.

In reality, you're going to have to get in touch with the California Department of Insurance and when applying for the license, make sure to request from them what they will need to satisfy state requirements under (specifically) Title 18 of the U.S. Civil Code (18 USC), section 1034 (this is for the waiver required from the commissioner if you've been convicted of any felony).

There's information available at the California Insurance state website on this. If you have not had any problems since, you should still be able to get your license.
