What are "open enrollment leads" for health insurance agents? Do such leads come free?

No, I don't think the term open enrollment indicates anything free of cost. I've come across such lead-requests at another forum a few days back and all I have seen is that they're offering leads without any out-of-pocket expenses for the sellers. What they're doing is that, they are putting these agents through a leads program which mandates a leads contract. Initially the incentives for such agents would be lower, but with time and achievements these agents could be added in their direct contract system.

Open enrollment is all about your obtaining a medicare supplement policy in a way that it helps you to avoid medicare questions for the initial 6 months once your Part B gets activated.
So, in a way I feel the leads that are being talked about are formed out of a targeted database e.g. senior citizens.
