If a relative knows of a life insurance policy left for another member of the family and has the paperwork, are they required to inform that person that there is an existance of a life insurance policy and they are the beneficiary? What if this is hidden from someone because of jealousy?

There is no requirement to tell someone that a life insurance policy exists.
If you believe that there was a life insurance policy on someone who has passed's life, and you believe you are the beneficiary you first must determine where you belive the policy to be/what type of policy it could be.
If group life insurance (offered through an employer) you can contact the HR department of the person's former employer.
If individual insurance, it's a tad tougher. You can use the MIB, to try and look up possible policies. If you have a hunch as to what company it could be, you can contact the company, if you supply the company with a social security number, and you are the beneficiary, they'll talk to you if there is a policy in force, or was in force when the person died.

Seek a lawyer who specializes in life insurance.
