A person with End Stage Renal Disease, such as your sister, is considered gravely ill. The vast majority of insurance companies would decline her for coverage.
You might be able to get her up to $25,000 or $50,000 of "Final Expense" insurance written by the companies that don't do "medical underwriting," Transamerica is one whose name you might find familiar. There are a few dozen others, too. "Google" final expense life insurance, and you're sure to find what you are looking for.
Make sure you read the policy (and marketing materials before you choose to apply) carefully to know what exclusions and/or death benefit reductions will apply in the first two years of the policy. A policy with neither of the above will be a good choice.
