If your sister is the named beneficiary of your dad's life insurance policy, only she is entitled to receive the death benefits.
You can't, even if you're a sibling.

No one is "collecting" on anything until someone has died. And then, only the named beneficiary or the estate of the policyowner.
Persons not named as beneficiaries have almost no chance of receiving life insurance proceeds except when the money ends up in the estate of a deceased person. And then, only when the unsecured creditors, if any, have been taken care of first.
