My mother purchased two paid up policies for 5,000 each when my sister and I were around 10 and 11. We lived in Grand Forks ND at the time. She lost the paperwork. Is their anyway I can find out who they were with?

Chances are the policies are with one of three companies: Gerber Life Insurance Company, Mutual of Omaha, or Globe Accident and Life Insurance Company. These are not the only companies writing such policies, but they are the most prominent. Contact each one to see if they know who you are.
