Every site I have seen so far is for the beneficiary and you need a death certificate. Where do I go to find any policies that may exist in my name that I never consented to? If there is a policy that I don't know about, as I have never bought life insurance can I also see who the beneficiaries are so I know who may have commited fraud?

Policies issued in the US may possibly be discovered through the Medical Information Bureau. http://www.mibsolutions.com/lost-life-insurance/

There is a fee for this service and an average 30% discovery rate.

If you are not the policyowner, the general answer to the question is NO. If you suspect some sort of fraud or lack of insurable interest, you should contact the insurance company to discuss the possibilities.
