Roofing

Was looking for some advice on dealing with a contractor.

We had a bad hail storm which did a lot of damage to my home (needed new roof, siding etc) the total insurance was willing to pay for all work was 11,000 they allowed 8,000 for the roof job, we had already purchased 14 sq of shingles at a cost of 1,300 dollars (the roofer wants to pay us 600 dollars for using our shingles which he did use them) (we were planning on replacing the roof just months before the hail storm happend) Anyways, he has given us like 5 different estimates, even after the job is done he is making up NEW estimates with NEW work/materials on it that we did not agree too, we never signed any contract or anything or agreed upon any of these prices, he gave an estimate of around 6,000 to do the roof then after he finished the job he gave another estimate of 8,000 and we questioned him about it, so he wrote up a NEW estimate/invoice/final bill (he claims it to be) and now the total is 9,000... he has made this very confusing to us he has given us numerous bills/estimates/total prices etc, his new bill has everything included on it (stuff he didnt even do) and its 13,000! so there are so many numbers and totals and estimates we don't know what to do! and its very hard to work with this guy he wont talk hardly or anything! if you confront him he just gets out a calculator and starts adding stuff up and comes up with a NEW estimate, so i dont know if this is the place to ask for advice but what can we do? we have not signed anything does he have to go with his original estimate? we don't want to get screwed and we don't want him to screw our insurance out of any extra money. thanks!

Ps. for example on his original estimate he has a charge of 1,400 to tear off 2 layers of shingles, now on his new one it says 2,500!

Confront this contractor as he appears to be a fraud. It was your mistake not to take his first estimates in writing. Get his license no. and threaten to complain against him if he doesn't mend his weird behavior or churning up new estimates.

i agree with above suggestion, first you find out all details about that contractor and then complaint against him.
after this your problem will not solve then you can hire broker or advocate who fights for you.
