Will my home insurance cover foundation cracks due to soil expansion. I'm buying a home in an area where there had been cases like this caused by soil expansion.

You need to read your policy to find out.
If you opt for an HO3 All Perils Policy you might have coverage. But you need to read the excluded perils list in that case.
You may buy an endorsement to cover for soil expansion and earth movement.
