liability claim

My sister had an accident at my her neighbor's home. While she was in the backyard she fell over a garden hose and hit her nose and wrist.

My sister broke her nose and fractured her wrist. The neighbor's policy has a $1000 medical coverage and $300,000 for liability. The neighbor was told that the insurance will pay the medical up to the $1000 limits but not sure on the liability....does my sister have to sue her to collect on the rest of the money?
My sister is getting married soon and is visiting a plastic surgeon to fix her nose.

Please advice on what steps my sister should take to get proper reimbursement of her medical and suffering costs.

She can sue our neighbors if she wants... that is her right. Of course, she will probably need to hire and pay an attorney to do this. She could also make a demand for payment from the insurance company and see if they will pay.

Figure out what her damages are, including her pain and suffering, and make a demand for this amount.
