My neighbor is a rouge guy. His latest fancy is practicing shooting a bunch of bullets in his courtyard, which is just in the backyard of my Estate. Apart from the wild sounds, it was just yesterday, when a lost bullet somehow broke into my house through the window? I've a basic homeowner's insurance. Would it cover the loss? Apart from this, could I initiate criminal procedures against this scoundrel?

In a basic homeowner's insurance you are covered for damages caused due to vandalism or riot. So, in this case, you can file your claim for compensation from your insurer.

You could file a claim but you'd be subject to your deductible. Is your deductible lower then your loss? Is it worth filing a claim? Also, your carrier would probably attempt recovery from your neighbor. Don't know if they would get anything.
Let me see if I have this correct... a bullet from your neighbors gun came into your house and you have not already told the police about this? Are you waiting until you get hit by a bullet to file a complaint? I don't know gun laws very well but I'm pretty sure most cities don't allow guns to be fired within city limits. Certainly there are laws that address someone who fires a gun and the bullet ends up inside someone else's home. You should have left the bullet where it landed and called the police. You could have then filed a reported and asked your neighbor to pay for the window. That is how it works in the normal world... someone damages your property, you asked them to pay for the damage and then go from there.
If this neighbor renting? If so, I'd contact the owner of the home and let the owner know what is going on.

NO. Only the government can do that.you can claim for compensation from your insurance company.
No, you can't do that either. You can have the window repaired, subject to your deductible, as tcope stated. You can also sue the perpetrator for your damages, which would be the most appropriate course to follow.
