both parents deceased in texas with no will. can i get homeowners insurance on property or can my siblings who live there get the home insured.

How can you insure a property that is not your? Since there is no will, as per state law, the nearest relative is going to inherit the property. Are you the One? Or, it's your siblings who live there? Since they live there, they might have better claim conditions on the house than you.

First try to inherit the property through court probate procedures and to know about your state's intestacy law, consult an attorney.

You quite obviously have no knowledge of probate law. The siblings are all equal inheritors in an intestacy. It is the probate law of the state of the decedent's residence, probably Texas in this case, that will govern the outcome, not where the OP resides.

In this case, however, until probate is completed, the question is: Who has the responsibility and legal standing to obtain insurance on the property? The answer to that question is the executor of the estate or the administrator of the probate action, as appointed by the probate court.
