The neighbors have pitbulls and they attacked a neighbor s dog and cost them thousands of dollars and bit the neighbor and cost them in medical bills. We know they went to small claims and the neighbors won but the tenant still refuses to pay for the bills. The landlord knows of the problem and won't get rid the dogs.

So the owner of the property is allowing people to live at the location with pitbulls and you want to know if _who_ an sue for allowing the people to live there with dogs? Who's suffered actual damages from the people living there with dog? No one. Is it illegal? Probably not.
This is what local laws are for. Usually the local government will place certain restrictions on the owner of the animals. If they don't follow these restrictions the dogs may be removed.
