Recoverable Depreciation recovery

My house was damaged by Hurricane Irma in FL. My policy is for replacement cost on the structure. The insurance depreciated the roof & sent sent the check with $3300 held back as recoverable depreciation, which I NEED to get back.

The damaged roof was a 3-tab asphalt shingle roof. I'm replacing it with a metal roof plus peel & stick under the metal. This is a better roof & more expensive. I understand they don't owe me for the upgrade, but my invoice for repairs will state the replacement being metal.

I have 2 estimates for an actual shingle roof replacement - both higher than their adjusters estimate. When I file for the $3300 recoverable depreciation, can they withhold it since I didn't replace with the same roof? The price of the metal roof is $3000 higher than that of the shingle quotes that I got.
