If a Native American Tribe wants to insure all Tribal members who live all over the U.S., what would be the best way to go? These are non-employees.

IMO you are required to consult an independent agent regarding this. An independent agent would be able to customize a plan or may contact an insurer on your behalf who would provide such special from of coverage.

You may also consider the option of being self insured. Just get in touch with an agent to learn the different options.
