Do I need to draw a home inventory before applying for renters insurance?

For the companies I have placed renter's insurance through, you were not required to provide an inventory to apply for coverage. However, in the event of a loss you would be required to list the items that were damaged. It's a lot easier to prepare for that ahead of time.
There's a great article posted on the Texas Department of Insurance about home inventories. Also includes a helpful checklist.

Review coverage and policy limits; make sure you are insured to the replacement value of your home.
Do they mean a replacement value inclusive of the home contents? Or is it the replacement value of the structure?
