I am looking at opening a small business in property management. Their will be four partners and no employees, do I need to provide workmans comp?

Did you discuss with your partners regarding this?
I understand that your initial plan is not to employ anyone in your organization. But I'm wondering about how you'd operate in the future.

Yes I did discuss with partners. was their idea I ask the question. It would be the partners responsibility to operate the company except when necessary to hire contractors for maintenance

It depends on the State. In New York as a business owner you are allowed to be excluded from workers comp insurance, but the catch is that there can only be a max of two partners. So, in other words if there are 2 partners they can be excluded or included, if there are 4 partners, noone can be excluded they all have to be included. I believe this rule applies to most States.
