Revoked husband non-driver raises wife's rates? Solutions?

I live in upstate New York and had a 4-wheeler accident (due to an equipment failure) and received some fractures and a punctured lung. In the hospital the doctors wouldn't give me pain meds or medical attention until officer stopped questioning me. I was semi-conscious and he asked me (I learned after the fact) to take a chemical test for alcohol. I thought he meant breath-alizer as I was unaware there was such a thing as a chemical test. (Sorry I never paid attention to this kind of stuff) I even heard my doctor in the background saying to the effect of my cat scan showed I had a punctured lung and couldn't breath into the test. I declared to the officer that I would not talk with him until I received adequate medical attention and if he had a problem with that he could contact my attorney. This scene was taken by the state (unjustly imo) as a refusal and I had a DMV license revocation hearing where the judge agreed with the officer that I was cognizant and revoked my license for a year. Then Criminal court gave me a plea of DUAI and impact panel, alcohol evaluation, $500 fine with $250 tacked on for I forget what. THEN the DMV sent me a driver responsibility assessment fee of another $750 or $250/ year over 3 years on top.

Questions. I am married. I have the option to get a conditional license, but I wanted to do the revocation for a year without the conditional and have my wife drive me once a day to work. The insurance company says because my license was revoked and I didn't surrender it willingly that my wife's insurance will be the same as if I was still a driver on the road even though I declined the conditional and surrender my license. This is unfair as is life from time to time to my wife.

Is there a low cost solution? Is there a company that will charge my wife according to her actions and not rob from her because of mine?

The other question is the NY state driver responsibility assessment. This is a bunch of bunk and should be outlawed. It says on the form that ones license and or ones privilege of obtaining a license will be suspended if one fails to pay.

My license is already revoked. What happens if I do not pay. Is there a statute of limitations on how many years one can go without a license and without paying before getting another license? For me the privilege to drive is not worth any of this expense. Any solutions?

Does New York allow you to exclude a spouse? You may want to find out. You need to ask your insurance co.Sometimes even if the state will allow it some ins.co. won't. Sounds like that may work for you.

According to my insurance company if I had willing surrendered my license. They would have taken me off and not charged my wife the rates which include me as a driver.
Because I did not willing surrender it but it was revoked, the insurance companies charge my wife the same amount as now whether I get the conditional license and drive, or whether I keep it revoked and do not drive.

I don't understand your comment that it 'sounds like that may work for you.' I may have misread your post.

What I was trying to tell you is that IF N.Y. would allow you to exclude a spouse then that would mean that you would not be considered in her premiums. It sounds like they will but it is limited to the reason the spouse is excluded.And also the ins. co.s underwriting.I would suggest that she check other insurance co. rates. If they ask her if there are other licenced drivers in the home she needs to tell them no. But if they ask her if there is anyone living in the home that has had their license revoked or etc., then she's stuck. She may just want to CALL different co. and ask if they allow a spouse exclusion, then go from there.I hope I have not confused you. I know Insurance is complicated. Also different states have different rules.I'm from Bama(Roll Tide)!!
