I think it should depend a lot on the quality of leads. Also keep an eye on the economic segment that the leads belong to.

I agree... It all depends on the quality of your leads. Some companies offer leads are just that a lead and never turn into a customer, but some companies offer leads that convert very well.
I always start low, get about 100 leads and renegotiate from there!
