I don't know about such benefits coming from the state. Why don't you ask him to go for a defensive driving course!
I've heard that about 2/3 of the states offer discounts on your policies if you'd pursue any defensive driving course.

The only assistance available for premiums is for health insurance assistance. No state will pay for or subsidize automobile insurance premiums.

Defensive driving courses are one alternative that might give him a small discount depending on the state and insurance company involved. You mentioned Kentucky...they offer defensive driving allowances for those (I believe) aged 55 and older. But not all insurers are required to honor this discount.

Were the accidents his fault? My feeling is that they were as you mentioned that his premiums are high. Did he get non-renewed by his insurer? Is he driving without insurance? Hopefully not! Baaaaad move.
