One car accident which totalled the car, liability insurance only. Does he have PIP automatically in the liability coverage

Liability insurance covers for the damages that you may have caused to another party as a result of a car accident.
If it's a bodily injury then it would be covered by your bodily injury liability insurance. PIP on the other hand, covers you for any injury that's been caused to you as a result of the accident.
