Non-owners protects the named insured for liability that they have as a result of an auto accident. This is really going to be excess coverage to the owners insurance in almost every case. If the person with the non owners insurance is driving someone else's vehicle with the owners permission then the driver is almost always going to be considered an insured under the owners policy and obtain primary coverage from that policy.
