What means state mandate to cover??

I live in MA, but why the current insurance no cover for infertility treatments? I just don't understand what mean: state mandate to cover infertility treatments in Massachusetts? And how can I get that coverage?

Certain infertility treatment costs are to be covered by carriers through their policies in MA. I guess such treatment costs would affect your premiums.
