can a private company carry the general insurance business

i hav read in Insurance act,1938 (Section 2C) that only a public company, any cooperative society or any body corporate not being a private company can carry the general insurance business.

thats why i have doubt, bcoj Bajaj Allianz is one of d example of private co.
