I have continuously insured my car while it sat in my driveway with suspended registration due to penalties on parking tickets in the state of Maryland where I live (which actually were indeed paid -court date pending) . In the meantime can I sell the car to someone outside my family and will they be able to register the vehicle without being liable for the parking penalty fees from the state of Maryland?

Registration is not required for selling cars unless the state law specifies it. However, the prospective buyer needs registration to drive it. As for the liability for the parking penalty fees, it would be decided as per the state laws.
