The licensed teenage child does not want to learn to drive the custodial parents car which is a standard transmission vehicle. The noncustodial parent rarely sees the child, so the child does not drive the automatic transmission either.
The common current insurance carrier insists that the child is added to one of the parents insurance policies, in the event of a need to drive.
The insurance policies allow for other drivers to drive the vehicle.

My questions is:
If the primary driver of a vehicle is insured, do the other licensed drivers in the household have to have insurance if they have no intention of driving?

If they live in the HH and have a DL then most (almost every carrier, is not all) will require them to be listed on the policy. The reason why is, why would they have a DL if they were not going to drive and if they are going to drive, where is a vehicle that they have access to 24/7? Carriers know they _are_ going to drive the vehicle in the HH and carrier don't want the risk w/o a premium. Some carriers might all the driver to be excluded from coverage but most will not as by state law, they would probably need to extend liability coverage even if they were excluded. So again, coverage but no premium.

If this person is not going to drive, simply surrender their DL.

It is better to have teenagers added to the policy of their parents. In case they need to drive anytime, they will be protected. There are many insurance companies who do not charge premiums for teens with driver’s permit. They wait till the teens become licensed driver.
