I WAS RECENTLY IN A CAR ACCIDENT (WEATHER CONDITIONS SNOWY AND ICY) MY INSURANCE WAS REINSTATED AFTER THE ACCIDENT. SHOULD I CALL THE PERSON I WAS IN THE ACCIDENT WITH TO WORKOUT SOMETHING OR SHOULD I WAIT FOR A RESPONSE FROM THE OTHER PARTY?

First, you are YELLING. No need for that.
It's up to you. There is a slight chance that they might file in small claims court without contacting you (though, I think one of the requirements of SC court is that they first ask to be paid) or their carrier might turn recovery over to a collection company that might do something adverse without calling you. I doubt both of these would be the case but it's possible.
Most people would say the proper thing to do would be to call them. But you are under no obligation to do this. They need to let you know what their loss is.
Regardless, I'd highly recommend you proceed as you indicated... make arrangements to pay what you owe. In addition to paying claims I also have to seek recovery. I have two claims right now (an employee dishonesty claim where the person stole in excess of $170k and an auto claim where the damages were about $20k). One of these people has responded to me and I will see about setting them up on a payment plan. The other person will not respond so they get turned over to collections. Most carriers will set you up on a payment plan or even be willing to accept a portion of what is owed if you can pay it all at once. Payment plans have no interest and only require you to keep up with the payments and not be late. It sucks... but that is really a good deal.
