Hello. I'm trying to get my totaled car back from my insurance but they're telling me that in the state of California, if both airbags have been deployed then it is unlawful for my insurance company to sell me back my car. Is this true?

No, it's just not legal to drive it. In order to get it registered, you would have to get the airbags replaced.

This could not be true unless you sold your car to the insurer. If it is your property with no leins, can you can retain your vehicle less the value of the salvage when being compensated for your loss under the provisions of the policy is the question you should be asking.
Make them put the answer in writing. If you disagree with it, then ask the department of insurance in your state to interpret the policy dispute. Avoid getting into my insurer said, I want, disputes when relaying this information to a mediator. Simply ask the appraiser/adjuster to put their position in writing so there will be no confusion.

It should be as easy as contacting the state to see if the adjuster is telling the truth. Being CA, it just might be. I really can't see why they would lie to try and keep your car, but a simple phone call should settle it.
