I have reversed into another car but there is no damage to the other car. Yet they are trying to claim for respray work for rust that was already present on the vehicle. Also i believe they were illegally parked as they did not have the required 'blue badge' permit required to use the parking bay, will i have to involve my insurance company?

This maybe a reason to involve your carrier to have them inspect it.

If there were in a parking space then I don't see any liability against them if they were in a handicap spot illegally. It's not related to you causing damage to their vehicle. My recommendation is that you report the loss to your carrier and let them know you feel other other party is attempting to claim unrelated damage. Either that or see if you can come to an agreement with the other party on what is owed.
